Ce jeu de simulation et de stratégie en temps réel, fonctionnant sous le moteur Clausewitz et protégé par la gestion des droits Steam, propose de prendre le commandement de n'importe quelle nation durant la Seconde Guerre mondiale, en gérant l'industrie, la diplomatie et la guerre contre des adversaires idéologiques. Au-delà d'une simulation historique, le titre permet d'ouvrir d'autres voies selon les décisions prises, allant du lieu d'une attaque à des choix politiques majeurs, tout en offrant de planifier la stratégie militaire de façon détaillée, de la conception des divisions à la recherche et à la production.
